Board members differ on $30M Carroll Manor Elementary

Frederick County Board of Education members are split over the meaning and impact of a developer-funded agreement that would provide $30 million toward renovations at Carroll Manor Elementary School. The money is part of the Catellus data center agreement announced by County Executive Jessica Fitzwater, connected to the Quantum Frederick data center development near Adamstown. School Board President Dean Rose said he believes the amount is “more than enough” for a full modernization project, while board member Jaime Brennan called it a “drop in the bucket” for fully addressing environmental concerns tied to nearby data center construction. The closest data center would operate within 2,000 feet of the school, and board members raised concerns about air quality, noise, diesel generators, environmental monitoring and long-term accountability.
