Nearly one in three Frederick County households struggles to afford basic needs
The 2026 ALICE report uses 2024 data, offering a look at financial hardship before more recent economic changes.

HERE'S WHAT WE KNOW
The reported hardship rate is 32% of households. The report was released in 2026 but reflects 2024 conditions. ALICE captures financial strain beyond the federal poverty measure.
Nearly one in three Frederick County households could not afford basic living expenses in 2024, according to findings from United Way’s 2026 ALICE report covered by WYPR.
The reported share was 32%, compared with 33% in the previous year’s data. The measure describes households, rather than a count of individual residents.
ALICE stands for Asset Limited, Income Constrained, Employed. It identifies households earning above the federal poverty level but below the cost of essentials. The broader hardship total also includes households in poverty.
WYPR reports that the number of households in poverty fell by 356 between 2023 and 2024, while the ALICE category declined by 736. Households above the threshold increased by 2,090.
Costs nevertheless rose. The annual survival budget for a family of four increased by $9,492, according to WYPR’s account of the report.
United Way of Frederick County CEO Ken Oldham told WYPR that population growth complicates the trend: a similar percentage can represent more struggling households as the county grows. He also cautioned that households moving into and out of the county affect the figures.
The report provides a historical baseline. Its 2024 data should not be read as a direct measurement of household finances in October 2026.
WHAT IT MEANS
A lower countywide percentage does not establish that every struggling family became better off. Population changes and rising expenses matter when interpreting the results.
